Why can’t I apply a filter to reports based on responses to more than one evaluation?

Response filters cannot be applied to reports based on the responses to more than one evaluation. The reason for this is that is not possible for a single filter to apply across all responses.

For example, if you wanted to create a report on both 'Evaluation A' and 'Evaluation B', but you also wanted to apply a filter to select "only those who answered ‘Yes’ to Question 1 for Evaluation A",  the system would not be able to detect any responses in Evaluation B that match this criteria, and so would not include any responses to it in the report.
